Having witnessed the murder of his parents as a child, he swore revenge on criminals, an oath tempered with a sense of justice. Wayne trains himself both physically and intellectually and dons a bat-themed costume to fight crime. Batman operates in Gotham City, assisted by various supporting characters including his crime-fighting partner, Robin, his butler Alfred Pennyworth, the police commissioner Jim Gordon. He fights a large assortment of villains, often referred to as the "rogues gallery", which includes the Joker, Poison Ivy, Harley Quinn, Riddler, Bane and Catwoman who he has an on and off relationship with especially after the death of Talia Al Ghul. Unlike most superheroes, he does not possess any superpowers; he makes use of intellect, detective skills, science and technology, wealth, physical prowess, martial arts skills, an indomitable will, fear, and intimidation in his continuous war on crime.

Poison Ivy's presence in Arkham City comes with the Catwoman online pass; While plotting to break into Hugo Strange's Confiscated Goods Vault, Catwoman decides to ask Ivy for assistance, saying she prefers a woman's touch. She heads into Ivy's Lair, an old hotel, full of plants and hypnotized thugs, where Ivy is shown to be angry with her. Ivy attacks Catwoman with the hypnotized thugs and heat-seeking spores, which Ivy has prepared for months to rid Arkham of "flesh-sacks" and replace them with spores; despite Catwoman explaining that she "just wants to talk". When all the thugs have been defeated, Ivy uses one of her vines to attack and hang Catwoman upside down, where she expresses her anger over the death of her plants, which Catwoman promised to look after, stating that the only remaining one of those flowers is within Hugo's vault.Catwoman offers to retrieve the flower for Ivy if she creates a route for her to get into the vault. Ivy agrees reluctantly, knowing that Catwoman can get the plant for her. Catwoman shows some confusion at first, as if Ivy will do it or not. Later, is shown that Poison Ivy has used her vines to create an underground tunnel to the vault. Once Catwoman is inside the vault, she spots Ivy's plant, and throws it on the floor and kills it as revenge for Ivy attacking her, and distant screams of Ivy can be heard. When (or if) Catwoman decides to return to see Ivy, she blames the death of the plant on Strange. Filled with hatred, Ivy states she will soon take her revenge on Hugo Strange and all humanity. She was eventually kidnapped, alongside Catwoman, The Carpenter, and Vicki Vale by the Mad Hatter, and brainwashed into believing they are specific characters from Alice in Wonderland (in Poison Ivy's case, the Red Queen/Queen of Hearts), and later ended up fighting Batman alongside the others before Batman removed the effects of her brainwashing.

Robin aka Tim Drake

Tim Drake saw the performance in which Dick Grayson's family was murdered, which was the first time he met the first Robin. Eventually, he put the pieces together, Dick being Bruce Wayne's ward and Robin and Batman having similar qualities. Eventually, Tim uncovered their secret identities. After Jason Todd's (the second Robin) death, Tim contacted Dick and informed him of Batman's requirement to have a Robin to keep his sanity. After Nightwing and Batman were captured by Two-Face, Tim donned the Robin suit to save them. After that, Bruce required Tim go through training prior to becoming Robin. After months, Tim Drake became the third Boy Wonder.

One of Batman's oldest enemies and arch-nemesis throughout his crime-fighting career, The Joker is responsible for some of the most horrendous and tragic moments in Batman's life, culminating in an extremely long and brutal battle where there seems to be no end in sight. The self-styled Clown Prince of Crime has no superpowers, beyond a capacity for incredible violence and a skill at creating deadly mayhem with toy related gags.Since his last encounter with the Dark Knight, the Joker has been transferred to Arkham City. Eyewitnesses claim he is stricken with a serious disease, possibly caused by his Titan overdose on Arkham Island. He has been lying low, delivering orders through Harley Quinn his long time on and off again girlfriend, so no one can confirm if the Joker is actually in poor health or playing another sick joke.

After the failure of one of Joker's more deadly and recent plans, culminating in a massive Arkham riot and breakout, Joker became deathly ill following an overdose of Titan, a unique steroid compound that was being developed at the asylum and was pivotal to the Joker's designs. Harley remained at his side during his painful recovery from the effects of Titan in Arkham City, aiding him in what would later become his last and most twisted joke on Batman and Gotham. After the Joker's untimely demise, Quinn took complete control over the remains of his gang in her own quest for vengeance against Batman and all of Gotham in honor of the Joker.

James Gordon aka Police Commissioner Gordon

Commissioner Gordon was very skeptical of the development of Arkham City and the actions of the recently elected Mayor,Quincy Sharp. He attempted to inquire about the project, only to be shot down directly or locked in red tape that allegedly prevented him from learning any answers. Because of this, Gordon decided to send a covert team of operatives into Arkham City to investigate and report back to him. He selected ten officers from the thirteenth precinct, his best of the best, and sent them into Arkham City to obtain information. After Bruce Wayne was abducted into Arkham City, he can be heard on the radio mentioning to get Wayne out of there and to stop putting any new prisoners into Arkham City.Gordon secures Arkham City. Following the announcement that Protocol 10 was about to be activated, Oracle informed Batman that her father had been called to a meeting of the City Council regarding what was going on. Gordon deployed officers to Arkham City, but they were not able to gain entry due to the security. At some point, Gordon himself came to the main entrance and waited for word from Batman, intent on leading from the front lines.As a result, Gordon was present when the gates finally opened and Batman emerged, carrying the lifeless body of The Joker. Confused and suspicious, the Commissioner asks Batman what happened, but the Dark Knight remained silent. Knowing his men would tear the body to shreds, Gordon immediately took the corpse and sent his men into Arkham City to begin evacuating the megaprison, while he also told his wife to leave town for a few weeks knowing the Joker's thugs would be after her. For the two weeks Arkham City was being closed down by SWAT forces, Gordon hid the Joker in any possible hiding place, but eventually returned to Gotham when three police officers were taken hostage by Harley Quinn. Summoning Batman to the Industrial District, the Commissioner kept the area under lockdown for two days while Batman went missing and Robin rescued him. Eventually gaining access to the area, Gordon ran to the shipyard as the whole place went up in flames due to Quinn's bomb, and transported a knocked-out Harley to the GCPD holding cells while Arkham Asylum was reopened.

Batman is the only person Nigma has ever met with the intellect and abilities to not only solve his riddles, but outsmart him, a fact that drives Nigma further over the edge. Desiring to outsmart and humiliate Batman before killing him, Riddler makes it his top priority to come up with a puzzle that not even the Dark Knight Detective can solve. Within Arkham City, Riddler has set up hundreds of riddles and death traps for Batman, abducting a massive amount of innocent people to be used as bait in his traps. Watching everything from his newly formed base of operations within the prison, Riddler hopes to finally watch Batman fail to solve his puzzles and rescue the innocents caught up in them.

Bane

While investigating Arkham City, Batman discovers Bane hiding in an abandoned toy factory. Bane has come to Gotham in search of the twelve remaining containers of the Joker's Titan drug. Rather than fight, Bane suggests that the two team up inorder to collect all of the drug samples so that they can be properly disposed of. Dividing the containers equally, Batman and Bane both set out to find the drug. Later, after disposing of all containers of the drug with his explosive gel, Batman returns to the toy factory to check on Bane's progress. The two are quickly attacked by TYGER guards (replaced by Joker thugs if the main storyline is already completed) and easily defeat them. After the battle Batman confronts Bane about the Titan and Bane reveals he never intended to destroy it, rather keep it. Bane had already acquired his six containers and was outraged that Batman had destroyed the ones he was sent for. Bane attacked Batman, but he was quickly disarmed and trapped behind a metal security fence. Batman then reveals that he was actually playing Bane, knowing full well that Bane would double cross him, he used this to his advantage so he could destroy the last six containers in one place rather than look for them all over Arkham City. Bane is then left helpless as Batman destroys the last of the Titan. Bane then asked if he could be let out, but Batman refused, citing that aside from Bane's attempt at doublecrossing him, there's still several things for Batman to take care of in Arkham City. After somehow escaping his predicament Bane later appeared at the Church having been convinced by some of the inmates that there was Titan in the building. After breaking through the blast door Bane was confronted by the guards who tried to stop him but were unable to get past his bullet proof skin. Bane was then about to kill the officers but Azrael quickly came to their rescue. After a brief fight Azrael was able to stop Bane thanks to some assistance from Aaron Cash by cutting off his venom supply. Bane was then once again imprisoned, this time alongside Riddler who was rather upset with his new cell mate.

Catwoman aka Selina Kyle

Having been tipped off by Strange, Catwoman breaks into the campaign office to steal the memory card holding the plans, beats up Two-Face's thugs, but ends up captured by Two-Face at gunpoint. She was then about to be executed by Two-Face in the courthouse in front of his henchmen, both due to her previous theft and as a means to ensure Two-Face would rise in the ranks of Arkham City. Two-Face then decided after flipping a coin to hold a trial instead of killing her immediately. This ultimately gave Batman enough time to infiltrate the courtroom and beat up his gang. After she is saved by Batman, she doesn't elaborate on any knowledge on what is going on in Arkham City or on what Hugo Strange is up to, but she doesn't trust the latter either way as he was absent for a year and then came under command of Sharp. She also narrowly evades a sniper shot from the Joker. Batman tells her it's not safe and leaves to pursue Joker. With Batman busy, Catwoman plans on stealing from Strange's vault. However, she is unsure about how to get in. After retrieving her weapons from her apartment, she goes to Poison Ivy for help. Ivy refuses to help Catwoman because of their last encounter, in which Catwoman accidentally killed a rare plant of Ivy's, the last remaining of which is in Strange's vault. Catwoman makes a deal with Ivy to retrieve the plant from the vault if Ivy can get her in. Ivy agrees and smashes the door down with her plants.
Catwoman sneaks in and steals security cards from the TYGER guards and is able to stealthily take them down and enter the vault. In the midst of all this, Strange activates Protocol 10, destroying a whole city block nearby. Catwoman reluctantly leaves behind her stolen goods and goes to find Batman, who the TYGER guards say to be nearing death. She finds Batman buried beneath rubble and helps him. At the very end, Catwoman watches from afar Batman carrying Joker's corpse out of the theater.
